The CAROUSEL has always been the Greater Binghamton region’s only free monthly alternative arts & culture publication.  It began as an independently owned. The first issue was published in March 2013. Recently, in June 2018 the publication changed hands for the second time in the year. Since then, it has been owned and operated by a committee of people dedicated to keeping the paper going, mostly donating time and energy from and within the community.
